I am directed by secretary Sir E. Grey to acknow- ledge the receipt of your letter T.E. llv63 of the 25th ultimo relative to Messrs Andrews, von Fischerz
and George of Shanghai.
I am to inform you that this Company managed by an American, a British and a German director was formerly registered as a Eritish company at hongkong. The management of the Company was apparently in the hands of the German director, and it had a considerable
when trading with enemy number of German employes. subjects in China became illegal, it was expected that the Company would get rid of this German element but in order to avoid this necessity it went into voluntary liquidation at long long and has now been reconstituted as an American registered company at Shanghai, thus being enabled to retain all its Germai
connection.

As it was obvious that this action had only been taken with the hope of evading the provisions of the Proclamation it was decided, on the advice of lis kajesty's Consul-General at Shanghai, to omit the name of this fir from the China white List.
